Analysis of the implementation of legislation mandatory requirements in organizing meals in schools of the Sverdlovsk region

Abstract:
In the system of risk management of harm to children's health during supervision and preventive measures in food units of educational organizations, the main principle is to minimize risks, timely identify violations of mandatory requirements of legislation, and develop measures to prevent them. The purpose of the study is to assess compliance with mandatory requirements of legislation when organizing meals in schools of the Sverdlovsk region. The authors used the data of the Office of Rospotrebnadzor in the Sverdlovsk Region, the Center for Hygiene and Epidemiology in the Sverdlovsk Region based on the results of inspections of school kitchens in Ekaterinburg, laboratory tests of products, as well as the results of sanitary and epidemiological surveys (audits) and questionnaires of organizations conducted by the Ekaterinburg Medical Scientific Center for Prevention and Health Protection of Industrial Workers of Rospotrebnadzor. Analytical, sociological, and statistical methods were used. The results of the supervisory inspections revealed a 40 % decrease in the proportion of food units with violations for one food service provider and an average 25 % increase for two others. In 10 out of 11 schools, the violations of sanitary legislation identified during the initial preventive visit were eliminated, but new violations were not found in only two schools. Repeated audits showed an increase in the level of compliance of food units with mandatory legal requirements by 2.4–6 %. Repeated studies of food products indicate an increase in products that do not meet microbiological indicators and nutritional value by 1 %. According to 67 % of representatives of food organizers, audits help improve the quality of food products, 44 % – preventive visits, and 55 % consider liability insurance appropriate. Control (supervisory) and preventive measures lead to the elimination of non-compliance with mandatory requirements, but audits are considered more effective.
