Possible Motivation Mechanisms in the Quality and Safety for the Food Turnover Participants

Abstract:

The issues of sanitary requirements improvement for business remain relevant for entrepreneurs. The article evaluates the existing mechanisms effectiveness to stimulate the business community for the manufacture and distribution of food meeting modern quality and safety requirements. In Russia the government implements legal mechanisms within the framework of supervisory activities while maintaining the administrative control model over the compliance of sanitary legislation separate paragraphs. On the one hand, entrepreneurs have a motivation to obey the law. On the other hand, there is a lack of requirements essence understanding, i.e. the lack of a systematic assessment of the dangers and risks to public health in the food production and trade. The shortage of measures to improve the consumer protection forms does not allow to stimulate the participants of the food market to improve its quality and safety fully. Existing standardized systems of quality management and food safety, as well as a new nonstate forms (sanitary and epidemiological audits) are ineffective due to the reluctance of enterprises to finance a systematic approach to management and the desire to get profit from the sale of cheap products that are in demand among the population because of low purchasing power. A man can describe compulsory insurance of participants in the food turnover as one of the promising systems of health risk management, beneficial not only to consumers who have the opportunity to purchase quality products without price rise, but also to enterprises. According to the authors entrepreneurs can use several mechanisms of business community stimulation in ensuring food quality and safety at the same time for the purpose of complex management of risks for consumers health and risks of property harm.
