On the Occupational Standards Appliance in the Hospitality Industry

Abstract:

The article concerns the state policy changes in the area of the professional skills evaluation by the national economy sectors and the National Professional Skills Council under the President of the Russian Federation in the process. The authors estimate conditions and describe the development prospects of the industry council in the hospitality related to the implementation of the national policy on the employees standartization activities and skills certification in the catering and hospitality as well as tourism. The scientific paper shows that the occupational standards are based on the description of the functions fulfilled by employees of different skills levels, occupations, ranks on the food industry, hospitality and tourism enterprises, and the requirements to fulfill these functions. It concerns the difference between the occupational standards and the job evaluation catalog. The occupational standards include a description of the qualitative employee skills level. The structure of the occupational standard includes the passport and work activities cards evaluated by the several skills levels. One can use occupational standards as criteria while hiring and evaluating existing staff, for advance training, formation of the assessment mechanisms during the certification and review to identify opportunities for professional development and employees training, etc. The article also provides with the training improvement recommendations for the hospitality industry through the occupational standards use. The urgency of the problem of staff assistance emphasizes the reformation need of the educational system. The work displays the implementation possibilities of the occupational standards for employers and educational institutions allowing to provide integrated requirements for professional activities, to maintain the work quality apart from the enterprise location and type, and to run an independent employees skills evaluation acquired both while educating and training, and while labor process.
